A few questions on blow up when filling and ramping

After a long fill, they seem to have problems with blow up for the next immediate fill. Is this my imagination, or is there a reason for this?

How does the positively charged beam current affect the pipe?

During ramp, the beam size ends up with a spike on it. Does this affect emittance and would a slower ramp help?

As far as I know the electron cloud's primary cause is synchrotron radiation and photoelectric effect, rather than beam charge.
