The ultra high energy cosmic rays that people compare the LHC to are from outside the solar system. In fact, the highest energy ones seem to be coming from galaxies with active nuclei.

By dumping the 3.5TeV beam into the graphite dump blocks, they achieved a new record 3.5TeV collision! A 3.5 TeV proton hitting a stationary proton will have only a tiny fraction of the center-of-mass energy that two 3.5 TeV protons colliding would have. So the beam dump wouldn't have any collision...

There was a trip just as they reached 3.5TeV/beam and so the beams were dumped. Up to that point, though, everything looked great, and the intensities of both beams were very steady.

Except that there is a sign error here. The charged particles actually move in a circle in the opposite direction. Instead of strengthening the magnetic field, they weaken it. A charged particle moving in a circle will generate a magnetic field (true), and a magnetic field will cause a charged particle to move in a circle (true).
